Slippery Rock Borough Council convened Tuesday at 7 p.m. for regular business, focusing on upcoming events and a PILOT agreement with Presbyterian Senior Housing.

Trick or Treat will be on October 31, 6 p.m. to 8 p.m. as approved by the council.
Most surrounding municipalities are hosting their Trick or Treats on October 26, according to Councilwoman Jen Ravert.
“We might get slammed,” Council President Jeff Campbell said.
Slippery Rock High School will have its first Homecoming parade in over a decade on Thursday night, according to Councilwoman Alexandra Tuten.
The public parade will take place on Kiester Road at 6:30 p.m. with a bonfire following the parade behind teacher parking. Slippery Rock’s football team plays Conneaut Area for Friday’s homecoming game.
Slippery Rock’s Oktoberfest, originally scheduled for October 5, will be moved to October 6 from 12 p.m. to 4 p.m.
PILOT agreement
Slippery Rock Borough approved a motion to move forward on a four-year PILOT agreement with Presbyterian Senior Housing.
PILOT agreements are calculated as a certain percentage of taxation, often significantly less than the average taxation rate, and is a compromise between reassessment appeals and complete exemption from taxation.
“[Presbyterian Senior Housing] contend that they’re not subject to taxation because of their nonprofit status and the public service they are providing,” Solicitor Rebecca Black said. “We don’t necessarily agree with that.”
Slippery Rock Borough already has a couple of outstanding PILOT agreements, according to Solicitor Black.
2025 Budget
No major announcements were made for next year’s budgeting process, but President Campbell stated additional numbers will be acquired by the end of October for the next milestone.
